Accommodate people who do not own a cell phone.
I recently tried to access my AOL email account at a local public library computer. I was locked out, even though I never had this problem in the past. I do not own a cell phone. When I tried to get an access code from my recovery email address website, this website also required a cell phone... or that I get an access code for that website from the AOL email address website. Impossible! If my computer at home would cease to function, I would completely lose access to my email account. Why not ask a security question instead?
