I've tried several times to post links to Factcheck dot org and they are always rejected as being against community guidelines. How are check facts against community guidelines?

I am just trying to figure out your rules governing civility in the comments under articles. It's good that there are rules and all but where can we see what they are? I thought people were complaining for nothing but after talking to others and experiencing it myself, it seems random. For example I posted a dictionary definition to a civil and unoffensive word and it got denied. Nothing else in the post. I can site several other instances. It's frustrating to say the least. I also got one of those "in review" notices and then received two notifications, one saying it was rejected and one saying it was approved. What is going on?
