Is that the state has the regulations on the books, but they don't enforce them...

I say they may have them on the books... because they know it's the right thing to do, and it looks like they're doing their job... i.e. the "Do as I say" part of the equation...

But they fail to enforce them because, as a conservative government, they don't want to "intrude"... which is the "Not what I do" side of the equation!

Sounds like we're both saying essentially the same thing... just from different perspectives!

And yet... the abuse goes on...!
