EMAIL: Headings not copied when FWDing an email

The body of the email gets copied, But the To: , Cc, & Subject do NOT get into the FWDed email. I sent this as a BUG report if you need anything from those files

    As happened last time, but needed to do it more than 10 or 12 times, Began GETTING the heading,
    but then it'd fail again..
