Email System not working when Attempting to forward an Phishing Attempt

Your email system does not allow a forwarding of a Phishing Attempt. I am attempting to forward a phishing attempt to PayPal which PayPal wants to investigate each one and your system will not allow it. It returns an error and will not allow me to forward it.

    The system still is not allowing to forward a phishing attempt to paypal. The only error message you get is there is an error and will not send the email. This is still an ongoing issue that you have not corrected.

    It stops and pops with an error box saying cannot send due to error and will not tell me what the error is. It just stops.
